Strong 1 and Weak 0 for pMOS

For PMOS to on the transistor, it is necessary to apply voltage more than threshold voltage.
|Vgs| > |Vth|.

When applied voltage is greater than Vth current will flow from source to drain. It is strong 1 condition.
Whenever Vgs=Vth, the transistor will be off. At that point output will be also Vth. If you further lower the input voltage no change in output voltage, It will be Vth.

So even if giving 0 as input voltage, output will be Vth, not exactly zero. It is weak 0 condition.
